Lander High Pressure Water System Upgrades – Phase III Projects

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Lander High Pressure Water System Upgrades – Phase III Projects will be received by the City of Lander located at 240 Lincoln Street, Lander, WY 82520, until 3:00 PM local time on 4/27/2023  at which time the Bids received will be publicly opened and read. The project consists of the construction of the following key components: one 4 MG concrete tank, one tank piping structure, approximately 1,700 LF of water line, two pressure reducing valve vaults, one automatic isolation valve vault, and one pump station.

Bids will be received for a single prime Contract.  Bids shall be on firm unit and lump sum price basis for the respective bid items as indicated in the Bid Form. Unit prices and estimated quantities are solely for the purpose of comparing bids.

The Issuing Office for the Bidding Documents is: HDR Engineering, Inc., P.O. Box 467, 325 Main St, Lander, Wyoming, 82520. Phone 307-228-6060.  Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am and 5:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below.

A PDF of the Contract Documents may be obtained, for a non-refundable deposit of $20.00, from the Quest CDN website at http://www.hdrinc.com/WYbids.  Bidders are required to be registered on the Quest CDN website to receive updates and addenda.  Bidding Documents also may be examined at the following locations:

  1. HDR Engineering, Inc., 325 Main Street, Lander, WY 82520
  2. City of Lander, 240 Lincoln Street, Lander, WY 82520
  3. Regional Bid Centers

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of $200.00 for each set.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A pre-bid conference will be held at 9:00 AM local time on 4/13/2023 at the City of Lander, 240 Lincoln Street, Lander, WY 82520.  Attendance at the pre-bid conference is highly encouraged but is not mandatory.  

Bid security shall be furnished in accordance with the Instructions to Bidders.

Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.

Pursuant to W.S. 16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state.”

The City of Lander reserves the right to waive irregularities and to reject bids
